Our goal in producing this directory is to provide a guide for individuals with disabilities and their families to easily find and connect with service providers. Emergency situations can happen at any time, and at any place. Whether natural or man-made, these emergency situations can result in damage to property and endanger the health and safety of the general public. Guam regularly experiences natural disasters such as typhoons and earthquakes. Fires, flooding, and disasters from hazardous materials are other occurrences that may endanger you and your property. Pripara hao. Pripåra hao is a CHamoru phrase which means "get ready." Preparedness is the key to ensuring the safety and well-being of individuals, as well as the protection of property, during and after any type of disaster. Preparedness planning is especially important for individuals with disabilities and special needs, who may require extra time and contingency plans to ensure their safety and well-being. By planning ahead, you will be able to act timely and ensure the safety of you and your family. Prepare Basic Supplies In the event of an emergency, you should be prepared to be self-sufficient for up to 7 days. Preparing and maintaining an emergency supply of essential items can help you ensure that you have adequate supplies to meet you and your family’s needs until help arrives. Basic emergency supplies include: • One week supply of canned and dried food items • Drinking water – at least one gallon per person per day • Flashlights and extra batteries • Battery operated radio • First Aid kit • Whistle • 10 - 30 day supply of medications • Toilet tissue and personal hygiene supplies • Water for flushing toilet in the event water is shut off • Trash bags, gloves, duct tape or masking tape, and plastic containers for storing items • Chlorine bleach for sanitizing • Propane stove and extra propane gas Make a Plan FIRST AID BOTTLED WATER CANNED FOOD Emergency preparedness also means making a plan. Your plan should: • Designate a place to meet if you and your family are separated from each other. • Pick a primary and alternate contact number for you and your family to call if you are separated from each other. • Establish a buddy system with other family members, friends, neighbors, or co-workers, and develop a plan on how you can help each other. • Share your plan and your emergency contact list with members in your buddy system. • Make a plan on how to secure your house in case you are not home or you are otherwise unable to secure your home. • Identify another place to go to in case you need to evacuate. • Establish your primary and alternate evacuation routes. • If you use mobility aids, plan on how to take them with you and how to store extra aids at your alternate shelter, if possible. Prepare a GO-KIT (Disaster Supply Kit) You should prepare a bag with your most essential items which you can grab if an emergency situation occurs, and you need to evacuate right away. Be sure the bag is not too heavy for you or someone to carry. Your emergency go-kit should include: • List of contact numbers • Dried foods and bottled water • Flashlight and extra batteries • Whistle • Small portable radio and extra batteries • Basic toiletries and sanitary items • Medications • Important documents, including medical information It is a good idea to: • Place your bag near an entry or exit way so it can easily be carried out. • Put reminder notices in your calendar or appointment book to check and replace items in your bag at least every 6 months. • Let people in your buddy system know where your GO-KIT is located. Yes! People with disabilities need to be more self-reliant in emergencies. Now, more than ever, individuals with disabilities need to take control of their own planning and preparation for the onset of possible emergencies. Registering with your village mayor is very important if you need special supports in times of disaster. Advise your mayor of any special transportation/mobility needs, medical needs, or power needs for specialized equipment. Also, register with Guam Power Authority for any power lifeline requirements to keep critical medical equipment running. You can take small steps every day to become better able to survive an emergency. Get informed, identify your resources, make a plan and create your GO-KIT. Below are some key considerations for communicating with deaf individuals in any circumstance: 1. Ask deaf individual preferred mode of communication. 2. Book appropriate service provider to match communication mode (e.g. sign language interpreter or CART). 3. Talk directly to the deaf individual. 4. Make sure you have deaf individual’s full attention before talking. 5. Maintain eye contact while communicating. 6. Separate talk from doing. Example, show paperwork to patient before asking questions. 7. Speak at a normal volume. Shouting can make communication more difficult. 8. Make sure the room is well lit so that the deaf individual can see your face clearly. 9. Offer quiet room or area to minimize impact of background noise. 10. Use written notes or diagrams to assist. 11. Use gestures and facial expressions. 12. Keep checking to make sure there are no misunderstandings. Plan how you will help each other in an emergency. Consider speaking with your village Mayor regarding your special needs during emergencies. Give copies of your written emergency plan to people in your personal support network. Make a list of emergency contacts. Document important life saving information and keep it in your “Go-Kit.” Don’t forget to keep it updated. -Special medical information -Special equipment you use for communication, daily living, mobility -Medical providers - doctor, pharmacy, health insurance company -If you have a dicult time communicating orally, keep a “communication book” to help you exchange information as needed Reduce hazards in your home. -Secure medical equipment, appliances, bookcases. -Remove unsecured objects from the exterior of your home. -Know the location of your electrical box, gas valve, and water valve and how to turn them o. -Plan two exit routes if you need to leave your house immediately. Contact the Guam Power Authority, Guam Waterworks Authority, and telephone companies to inform them of your special needs to expedite reconnection of utility services. TYPHOON SAFETY TIPS Indoor Preparations •Secure all important documents in a ziploc bag. •Cover all beds and other items with plastic to protect from water seeping in around windows/doors. •Pack matches (consider using child-proof lighters), toilet paper and other things you must keep dry in a ziploc bag. •Store large items in closets. •Roll carpets up and away from doors; arrange flashlights, lanterns, candles, and lighters in places where they can be easily found. •When, or if the power goes out, unplug all appliances to prevent damage from a power surge when power is restored. •Ensure all cooking stove controls are in the off position. GUAM TYPHOON CONDITIONS Condition of Readiness IV (COR 4): Guam is always in Condition IV. A typhoon may develop and hit the island within 72 hours. Condition of Readiness III (COR 3): A typhoon may possibly hit the island within 48 hours. Condition of Readiness II (COR 2): A typhoon is expected to hit the island within 24 hours. Condition of Readiness I (COR 1): A typhoon is expected to hit the island within 12 hours. “During Condition of Readiness I, only emergency traffic should be on the roads. Closure of public transportation will begin with Condition of Readiness I.” Outside Preparations •Tie down tin-covered roof extensions. •Secure all loose items such as garbage can lids, empty drums, gardening tools, and any other materials that could become airborne during high winds. •Take down all lawn umbrellas and temporary canopies. •Secure plywood or typhoon shutters on windows and have extra plywood/shutters on hand; wind-thrown debris and wind pressure can break windows. •Secure or waterproof window air conditioners. •Fuel your car; gas stations may be closed after the storm. •Ensure the main gas valve is shut off. •Stay indoors until Condition of Readiness IV (COR 4 )is declared. TYPHOON SAFETY TIPS Evacuation Preparations •Listen to/Watch the local media for news & updates. •Cooperate with local officials directing evacuation routes. •If you do not have any transportation, make arrangements with relatives, friends, or your local village Mayor's Office. Wear protective clothing and sturdy shoes. •Gather water, food, clothing, and emergency supplies. •Secure your house by placing boards or shutters on all windows/doors. •Unplug appliances. •Turn off gas valves. •Turn off the main water valve. •Follow recommended evacuation routes. •Don’t take shortcuts! They may be blocked. •If you use public transportation, plan ahead. Service discontinues with the setting of Condition of Readiness I (COR 1). Make sure you have time to return to shelter. Post Typhoon Preparations •Remain in your shelter, until informed by local authorities that it is safe to leave. •Keep tuned to local radio or television stations for advice and instructions from the local government. •Stay away from disaster areas. Sightseers should not interrupt crucial rescue and recovery work. •Drive only when necessary and be especially careful. Streets will be filled with debris and downed lines/trees. •Avoid loose or dangling power wires and report them immediately to local officials. •Report broken sewer or water mains. •Prevent fires. Local water pressure may be low, making fire fighting more difficult. •Check refrigerated food for spoilage. •Stay away from river banks until all potential flooding has passed. EARTHQUAKE SAFETY TIPS Preparations •Repair defective electrical wiring, gas leaks, and inflexible utility connections. •Bolt down water heaters and propane gas tanks. •Know where and how to shut off electricity, gas, and water at main switches/valves. •Place large or heavy objects on lower shelves. •Securely fasten shelves to walls; brace or anchor high or top-heavy objects. •Store bottled food, glass, china and other breakables on lower shelves. •Anchor overhead lighting fixtures solidly in place. •Check and repair deep plaster cracks in ceilings and foundations. •Hold occasional earthquake drills so each member of your family knows what to do. •Develop a family plan for reuniting after an earthquake. •Review insurance policy to determine coverage for earthquake damage. If you are outside: • Get to an open area/space away from buildings, trees, utility wires/poles. HAZARDOUS MATERIALS INCIDENT SAFETY TIPS Evacuation •Immediately move to a location designatedby public officials when directed. •Take your family GO-KIT (Disaster Supply Kit). •Take only essential items. •Shut off water, gas, and electricity to your home. •Do not go to your children’s school, unless directed by public officials, who will coordinate special care for your children. •Leave a sign on your door stating that yourhouse has been evacuated. •Keep your car windows and vents closed. Protect Your Breathing •Cover your mouth and nose with a dampcloth. •Take frequent shallow breaths. •Stay calm-do not panic. Suspected Substancesand Packages If you suspect a letter or package that you haveopened may contain questionable or hazardous materials, take the following actions: •Cover suspected packages or substanceswith cloth or plastic. •Evacuate immediate area. •Wash your hands with soap and water. •Call 911 Emergency. •Do not further handle letter or package. Spills & Contamination •Learn about hazardous materials in your area. •Alert the authorities. Call 911. •Move away from a release or spill. •Stay away from contaminated individuals. •Follow water and food usage instructions. •If direct contact, follow directions for decontamination of yourself & auxillaryaids like walkers & wheelchairs. •See doctor for unusual symptoms. •Remove clothing and take a shower. TSUNAMI SAFETY TIPS What to do •If you are in school, follow the advice of teachers and other school personnel. •If you are at home, ensure your entire family is aware of the warning. •Evacuate your house if you live in a low-lying area. •Follow the advice of local emergency and law enforcement authorities. •If you are at the beach, and you feel the earth shake, move immediately to higher ground; DO NOT wait for the tsunami warning to be announced. •Stay away from rivers that lead to the ocean. •Do not go to the shoreline to watch for a tsunami; when you can see the wave, it is too late to escape. •If you are on a boat, do not return to port; tsunamis can cause rapid changes in water level and unpredictable dangerous currents in harbors/ports. •Stay away from the area until local authorities say it is safe. • Please note: If the roads leading to your staging area are blocked with fallen debris or power poles, seek higher ground within your village. Shelter in Place •If outdoors, go inside your home or building. •Protect yourself inside, close all windows and doors. •Tape cracks for extra protection. •Close all cooling vents or ventilation systems. •Use the above systems for internal recirculation of air only. •Move to central interior area of home or building. •Stay inside and monitor radio and television announcements for official messages. Through a collaborative team approach, the members of the judicial system and these criminal offenders work together toward a successful recovery and reintegration into the community as productive, law-abiding citizens. A program of the Division of Senior Citizens that provides legal counseling and/or representation for older individuals age 60 or over, at little or no cost for legal matters such as wills, powers-of-attorney, and guardianships. Child Protective Services (CPS) is responsible for receiving and investigating all reports of child abuse and neglect. CPS may execute protective custody if necessary, and also coordinates and collaborates with other service providers; monitors case progress; provides supportive counseling; attends court hearings; and participates in case reviews and treatment team meetings. The program also provides respite for families, and provides up to 10 hours of services per day. Adult Protective Services (APS) provides protection to seniors age 60 years and older, and adults with a disability age 18 and older, whom are experiencing abuse, neglect or exploitation from family, caregivers, other individuals, and institutions. APS also provides outreach, education, and advocacy for vulnerable older individuals and adults who have a disability. The program provides health monitoring from a Registered Nurse and personal care assistance from Nurse Assistants. IHS staff helps frail individuals with light housekeeping chores and personal care which may be difficult to do on their own due to physical and/or mental limitations, allowing the person to continue to stay at home. This program also provides support services for caretakers who are caring for the frail elderly at home. OAA provides financial help to individuals who are 65 years or older. An individual may also qualify for one of the medical programs, if all eligibility requirements are met. The Ombudsman Program provides services to protect the health, safety, welfare and rights of residents of longterm care facilities. The Ombudsman Program identifies, investigates, and resolves complaints made by or on behalf of long-term care residents. The Salvation Army Lighthouse Recovery Center helps men who are homeless, and those who misuse drugs by providing a drug-free and supportive living and learning environment, encouraging spiritual growth and strengthening life skills necessary in their transition to a more meaningful and fulfilling life. The LRC also provides Outpatient and Intensive Outpatient Treatment for Males and Females who may not necessarily be interested in Residential Treatment because of familial obligation or work obligations. The LRC uses manualized evidence-based models in providing treatment and delivers client-driven treatment. The Ten Commandments of Communicating With People With Disabilities I. Speak directly. Speak directly to the individual with a disability rather than through a companion or sign language interpreter who may be present. II. Oer to shake hands when introduced. People with limited hand use or an artificial limb can usually shake hands and oering the left hand is an acceptable greeting. III. Always identify yourself and others who may be with you when meeting someone with a visual disability. Then conversing in a group, remember to identify the person to whom you are speaking. When dining with a friend who has a visual disability, ask if you can describe what is on his or her plate. IV. If you oer assistance, wait until the oer is accepted. Then listen or ask for instructions. V. Treat adults as adults. Address people with disabilities by their first names only when extending that same familiarity to all others. Never patronize people in wheelchairs by patting them on the head or shoulder. VI. Do not lean against or hang on someone’s wheelchair. Bear in mind that people with disabilities treat their chairs as extensions of their bodies. And so do people with guide dogs and help dogs. Never distract a work animal from their job without the owner’s permission. VII. Listen attentively when talking with people who have diiculty speaking and wait for them to finish. If necessary, ask short questions that require short answers, or a nod of the head. Never pretend to understand; instead repeat what you have understood and allow the person to respond. VIII. Place yourself at eye level when speaking with someone in a wheelchair or on crutches. IX. Tap a person who has a hearing disability on the shoulder or wave your hand to get his or her attention. Look directly at the person and speak clearly, slowly, and expressively to establish if the person can read your lips. If so, try to face the light source and keep hands, cigarettes and food away from your mouth when speaking. If a person is wearing a hearing aid, don’t assume that they have the ability to discriminate your speaking voice. Never shout at a person. Just speak in a normal tone of voice. X. Relax. Don’t be embarrassed if you happen to use common expressions, such as “See you later” or “Did you hear about this?” that seem to relate to a person’s disability. Adoption services are generally optional means and alternatives for children who do not have the opportunity for a permanent home and familial relationship with their natural parents and when stable, nurturing, permanent family ties can best be established through legalized adoption. AB provides financial help to individuals with a central visual acuity of 20/100 or less in the better eye with correcting glasses or have a certain visual field defect. An individual may also qualify for one of our medical programs, if all eligibility requirements are met. APTD provides financial help to individuals with disabilities that prevent them from engaging in gainful employment as determined and approved by a Medical Review Board Committee. Sagan Mami assists individuals with personal financial planning, coordinate public transportation, habitation and rehabilitation services, employment for consumers, and other activities that promote social connectiveness. The Senior Community Service Employment Program (SCSEP) is a federally funded activity which offers part-time training for economically disadvantaged adults. The focus of the SCSEP is to foster and promote useful part-time opportunities in community service activities for persons with low income, who are 55 years or older, who have limited employment prospects, and have the greatest economic need. The University of Guam Pacific Islands Small Business Development Center Network's mission is to support the growth and economic development of the U.S. affiliated pacific islands in the western pacific region by providing high-quality training and one-on-one confidential counseling to existing and prospective small businesses. The Transitional Living Program (TLP) is an 18-month program for homeless youth between the ages of 16 and 21 years. Staff at TLP provide residents with a stable, nurturing group home where independent life skills can be learned. Life skill lessons include such topics as cooking, banking, time management, health & wellness, job finding, cleaning, and other life skills. The shelter provides personal care (when necessary) and nutritious hot meals 3 times a day and snacks twice a day. The FSS Program is a supports program for residents in Public Housing and Section 8 participants. The FSS Program assists participants to identify and achieve educational and career goals. The FSS Program’s goal is to help families become independent and free of the need for government assistance. The Family Services Center (FSC) serves the needs of those who are facing a financial crisis, eviction, or homelessness. The program provides food boxes, clothing vouchers, and emergency assistance for rental and utility payments, in addition to counseling, case management, and referral services. Administers housing assistance for low to moderate income families under Public Housing, Section 8 Housing Choice Voucher Program, and the Guam Trankilidat (Ederly Housing), as well as the Community Planning and Development (CPD) Program designed to meet community development projects. The Guam Homeless Coalition will ensure that homeless individuals and families regain housing stability through the expansion and implementation of a comprehensive community-based housing delivery system to prevent and end homelessness in Guam. GUAM CAP CLIENT ASSISTANCE PROGRAM The Guam Client Assistance Program (CAP) is an advocacy program established under Section 112 of the Rehabilitation Act of 1973, as amended by the Workforce Innovation and Opportunity Act of 2014 (WIOA). Under Section 733 of the WIOA, services to students with disabilities allows for students “potentially eligible for Vocational Rehabilitation Services to receive PRE-EMPLOYMENT SERVICES (PETS). Individuals must be between the ages of 16 and 21 years old. WIOA creates Section 733 which authorizes the provision of PETS to students with disabilities requiring no less than 15 percent of the Vocational Rehabilitation grant through the DVR. Services includes Work based learning experiences, Counseling on opportunities for enrollment in comprehensive transition or post secondary educational programs at institutions of higher education, Workplace readiness training to develop social skills and Independent Living, Instructions in Self Advocacy, which may include Mentoring. Guam Housing and Urban Renewal Authority’s Guam Elderly Project, Guma’ Trankilidat, is financed through the Farmers Home Administration, Section 515 New Construction. Guma’ Trankilidat provides housing to very low-income elderly and persons with disabilities. Through volunteer labor, management expertise, and tax-deductible donations of money and materials, Habitat builds and rehabilitates homes with the help of the homeowners. Houses are sold at no profit and no-interest to partner families. Mortgage payments go towards building additional Habitat homes. Provides transitional housing placement for homeless families who are in need. Programs also include learning how to be financially stable, and balancing activities of everyday life.
