Act Early Ambassador
Guam CEDDERS serves as the territory point-of-contact for the national “Learn the Signs. Act Early” (LTSAE) program; supports the work of Act Early Teams and other state/territorial/tribal or national initiatives to improve early identification of developmental delay and disability; and promotes the adoption and integration of LTSAE resources into systems that serve young children and their families or train those who serve young children and their families.
CDC: Guam EHDI – IS Guam Child Link
The CDC: Guam EHDI – IS Guam ChildLink Project is administered by Guam CEDDERS. The tracking and surveillance system monitors all newborn hearing screening provided to infants before hospital discharge, ensures a diagnostic audiological evaluation is performed before 3 months of age if an infant screens positive, monitors infants and children identified with hearing loss receive appropriate early intervention services before six months of age, monitors infants and children with late onset, progressive or acquired hearing loss, and ensures all infants with hearing loss will have a medical home as defined by the American Academy of Pediatrics.
CNMI PSS IDEA Part B & C – 2017
Guam CEDDERS provides on-site technical assistance and support to the Commonwealth of the Northern Mariana Islands Public School System PSS (CNMI PSS) Special Education and Early Intervention programs for the development, implementation, and evaluation of prioritized improvement activities identified in the CNMI PSS State Performance Plan (SSP) and State Systemic Improvement Plan (SSIP).
FSM 2017
The National Government of the Federated States of Micronesia (FSM) contracts the services of Guam CEDDERS to provide technical assistance and support in the areas of Special Education Program’s SEA and LEA general supervision system reporting, assist states and national to review and develop state Local Systemic Improvement Plans (LSIP) and the national State Performance Plan (SPP) and Annual Performance Report (APR), and provide training and other needed capacity building activities for both state and national government program offices and units handling Special Education Program.
GDOE Character Education Positive Behavioral Interventions and Supports
Guam CEDDERS receives funding from GDOE to support the implementation of the Positive Behavior Intervention and Supports (PBIS), build capacity og GDOE to sustain the implementation of the PBIS Framework in all schools, increase knowledge, skills, and dispositions of the GDOE PBIS external coaches, and support the initial implementation of the PBIS Framework.
GDOE Part B
Guam CEDDERS provides professional services to the Guam Department of Education, Division of Special Education (SpEd) Part B, in the development and implementation of prioritized professional development and technical support.
GDOE Part C
Guam CEDDERS provides Professional Development for State Performance Plan and Technical Support for Special Education Part C- Guam Early Intervention System (GEIS).
GDOE SSIP
Guam CEDDERS provides professional development, technical assistance and support for the Department’s State Systematic Improvement Project (SSIP) in the implementation of school-level improvement of Science Basics in the areas of Reading and Math to support core instruction, a form of Response to Intervention (RtI). Guam CEDDERS provides teachers, administrators, and LLMP personnel with technical assistance to include facilitation of department and school-level leadership/implementation meetings, reading and math resources, and procurement of content and implementation expert services.
Guam CEDDERS – CORE Grant
Core funding supports the administration and operation of the Guam Center for Excellence in Developmental Disabilities Education, Research, and Service with areas of priority emphasis to include quality assurance, early intervention, education, health, and assistive technology.
Guam System for Assistive Technology
This project provides information on assistive technology to individuals with developmental disabilities and their families and collaborates with local organizations in offering low interest loans for individuals requiring assistive technology devices to improve their quality of life or to become gainfully employed.
The mission of the GSAT Program is to enhance the independence, productivity and quality of life for all individuals with disabilities in Guam through the four required State Level Activities (state financing activities, device reutilization programs, device loan programs, and device demonstrations) and the four required State Leadership Activities (training and technical assistance, transition assistance to individuals with disabilities, public awareness, and coordination and collaboration) which result in increased access and utilization of AT devices and services.
Guam’s Early Childhood Home Visiting Program: Project Bisita I Familia
Guam CEDDERS provides technical assistance and support in the development, implementation, and monitoring of evidence-based home visiting services consistent with Guam’s Early Childhood Home Visiting Updated State Plan and provides training and data system support.
HRSA GEHDI Year IV – FITME Project
The Guam Early Hearing Detection & Intervention (EHDI) Fitme Project supports the development of a statewide program and system of care that ensures that deaf or hard of hearing children are identified through newborn and infant hearing screening and receive evaluation, diagnosis, and appropriate intervention that optimize their language, literacy, and social-emotional development. The project also aims to increase health professional engagement within the EHDI system, improve access to early intervention services and language acquisition, and improve family engagement, partnership, and leadership within the EHDI programs and systems.
Learn the Signs. Act Early
Guam CEDDERS provides assistance to the Association of Maternal and Child Health Programs (AMCHP) to work with the national “Learn the Signs. Act Early” (LTSAE) program and Act Early Network to increase parent-engaged developmental monitoring by promoting the adoption and integration of LTSAE materials and training resources into program and statewide systems that serve young children and their families. In addition, Guam CEDDERS will develop and implement an evaluation plan to monitor progress and outcomes for the proposed activities, as outlined in its application.
Palau Part B
Guam CEDDERS provides technical assistance and consultation services the Palau Ministry of Education – Special Education (MOE-SPED) regarding administration of the Palau SPED program and services to children with special needs. Guam CEDDERS also assists with special education and related activities in accordance with Disability Education Act (IDEA) regulations and requirements, to include: SPP/APR activities, grant applications and related issues, special education monitoring and data activities, special education advisory council activities and special education awareness and related activities, and special education training to update skills of personnel.
PIMI Get Guam Teleworking Program
Guam CEDDERS facilitates and implements the Get Guam Teleworking Program to provide loans to individuals with disabilities for the purchase of telework equipment through funds received from a federal grant under the U.S. Department of Education entitled the Access to Telework Fund Program under section 303(b) of the Rehabilitation Act of 1973 as amended (Rehab Act) administered by the Rehabilitation Services Administration.
PIMI Guam Options for Alternative Loans – Assistive Technology Program
Guam CEDDERS facilitates and implements the GOAL-AT program, which provides loans to individuals with disabilities for the purchase of AT devices through funds received from a federal grant under the U.S. Department of Education entitled the Alternative Financing Mechanisms Program under Title III of the Assistive Technology Act of 1998 (AT Act) administered by the Rehabilitation Services Administration.
Project EPICS: Educating Pacific Island Clinicians in Speech-Language Pathology
Project EPICS is a 5-year grant funded from the U.S. Department of Education, Office of Special Education Programs (OSEP). This project is designed to work collaboratively with the University of Guam CEDDERS and San Jose State University (SJSU), California to provide the opportunity for up 20 speech-language pathology (SLP) graduate students representing a variety of islands in the Pacific, including Guam, Northern Mariana Islands, Federated States of Micronesia, Republic of Palau, American Samoa, and the Republic of the Marshall Islands. The $1.25 million grant is a five-year graduate program leading to a master’s degree that will use effective and scientifically-based curricula and pedagogy to prepare personnel who will improve outcomes for students with disabilities and foster appropriate access to and achievement in the general education curricula. Courses are delivered through a combination of on-line and on-site classes.
RCUOG – Guam System for Assistive Technology

RCUOG – Project LAUNCH
Guam CEDDERS facilitates the evaluation activities for Project Linking Actions for Unmet Needs in Children’s Health (Project LAUNCH). The activities of the evaluation component are designed to meet the data collection and measurement requirements which include (1) collection and reporting of data to meet Government Performance and Results Act (GPRA) mandates using the Transformation Accountability (TRAC) System; (2) local process and outcome evaluation; and (3) the National Multi-Site Evaluation.
